The right ElevenLabs alternative depends on why you are leaving: Cartesia for real-time voice agents, Murf AI for business voiceovers, Fish Audio for budget voice cloning, Rask AI for video dubbing and Inworld TTS for cheaper API cloning. Stay with ElevenLabs if you use several of its audio products from one credit pool and need the 90+ languages its v4 models list.
I priced each of these ElevenLabs alternatives against the ElevenLabs plan it replaces, using the vendors’ pricing, license and help pages read on November 1, 2026.
Quick verdict
For a creator, marketer or developer leaving ElevenLabs over one specific limit: Cartesia for live voice agents, Murf AI for slide and video voiceovers, Fish Audio for a cloned voice on a small budget and Rask AI for dubbing a video library.
Developers paying ElevenLabs’ per-character API rate should price Inworld TTS first, and agent builders who also need transcription should look at Deepgram.
Stay with ElevenLabs if you run text-to-speech, dubbing and music from one credit pool. That pool is the main thing you give up: each pick here replaces one ElevenLabs job, not all of them.

Best ElevenLabs Alternatives at a Glance

Cartesia
Best for: real-time voice agents
Text-to-speech, speech-to-text and voice agents each get their own concurrency pool, and the $5 Pro plan adds a commercial license and instant cloning.
Limit: 44 languages against the 90+ of ElevenLabs v4

Murf AI
Best for: business voiceovers in a studio editor
Canva on Creator and a PowerPoint plugin on Business let a team voice its slides and designs where it builds them; ElevenLabs’ pricing page lists no such integration.
Limit: custom voice clones are an Enterprise add-on, while ElevenLabs clones from Starter

Fish Audio
Best for: budget voice cloning
Fish Audio Plus costs $11 per month billed annually. The Plus plan includes 1 professional voice slot, while ElevenLabs starts Professional Voice Cloning on Creator.
Limit: unused minutes expire monthly, unlike ElevenLabs’ two-month rollover

Rask AI
Best for: video dubbing with lip-sync
Dubbing in 135+ languages is sold in localization minutes, not drawn from the credit pool ElevenLabs shares with text-to-speech.
Limit: a dubbing and translation focus, and lip-sync starts on Creator Pro
ElevenLabs vs Alternatives: Quick Comparison
ElevenLabs Creator is the benchmark row: the plan where both cloning types and the commercial license meet.

Why Look for an ElevenLabs Alternative?
ElevenLabs’ own pages document seven limits that push buyers elsewhere.
API cost at volume. ElevenLabs bills its API at $0.08 per 1,000 characters on its multilingual models or $0.04 on Flash/Turbo. Inworld TTS, Deepgram, Azure AI Speech, Amazon Polly and the Murf API charge less, mostly for fewer languages or no listed cloning.
Dubbing drains the shared pool. Every ElevenLabs product draws from one credit pool, and dubbing costs 2,000 credits per minute in automatic mode with a watermark, 3,000 in automatic mode without one, and 10,000 in Dubbing Studio without one. Rask AI sells dubbing in its own minutes.
Cloning sits behind plan gates. The Free plan has no commercial license, Instant Voice Cloning starts on Starter, and Professional Voice Cloning starts on Creator with at least 30 minutes of audio recommended. Fish Audio and Inworld TTS put a professional clone on cheaper or subscription-free tiers.
Concurrency caps by plan. ElevenLabs lists 2 concurrent requests on Free, 5 on Creator and 15 on Scale, which agent builders hit at peak call volume; Cartesia and Deepgram publish separate or higher agent limits.
Credits that expire. Unused credits roll over for up to two months on a paid plan, but downgrading or cancelling forfeits them. The Murf API’s purchased credit never expires, and Deepgram’s pay-as-you-go balance has no expiration.
Library voices can disappear. If the owner of a Voice Library voice without a notice period stops sharing it, you lose access immediately. WellSaid’s curated voice actors and a self-hosted Chatterbox model remove that risk.
Compliance waits for Enterprise. BAAs for HIPAA customers, custom SSO and DPA terms sit on ElevenLabs Enterprise, while Inworld TTS lists HIPAA and BAA as add-ons on its Growth plan.

The calculator showed a first-month 50% discount on Creator when I read the page; the regular Creator price this article uses is $22 a month.
What 1 Million Characters a Month Costs on ElevenLabs and Each API
At 1 million characters a month, ElevenLabs’ v4 API costs $0.08 x 1,000 = $80, the highest list price in this table.
| API and model | Published rate | 1M characters a month |
|---|---|---|
| ElevenLabs v4, v3 or Multilingual v2 | $0.08 per 1K characters | $0.08 x 1,000 = $80 |
| ElevenLabs Flash/ | $0.04 per 1K characters | $0.04 x 1,000 = $40 |
| Inworld TTS-2, On-Demand | $25 per 1M characters | $25 |
| Inworld TTS-2 Flash, On-Demand | $15 per 1M characters | $15 |
| Deepgram Aura-2, pay as you go | $0.030 per 1K characters | $0.030 x 1,000 = $30 |
| Azure AI Speech Neural | $15 per 1M characters | $15 |
| Amazon Polly Neural | $16.00 per 1M characters | $16 |
| Murf API, Falcon 2.1 | $0.01 per 1K characters | $0.01 x 1,000 = $10 |
| Cartesia Startup plan | $49 per month for 1.25M credits, 1 credit per character | $49 |
Sources: ElevenLabs API pricing, Inworld, Deepgram, Azure, Amazon Polly, Murf AI, Cartesia, checked Nov 2026.
The gap matters only at volume. At 100,000 characters a month the v4 rate is $0.08 x 100 = $8, which no migration is worth. At 10 million it is $0.08 x 10,000 = $800, while the same volume on Inworld TTS-2 costs $25 x 10 = $250.
Free tiers are covered in each pick’s section. Google Cloud Text-to-Speech is compared on its monthly free tier instead, in its own section.
1. Cartesia: Best ElevenLabs Alternative for Real-Time Voice Agents

- Replaces: ElevenLabs’ TTS, STT and agent APIs (partial: no dubbing or music)
- Comparable plan: Startup, $49 per month with pro voice cloning
If a live voice agent keeps hitting ElevenLabs’ request limits, Cartesia is where I would look first. Text-to-speech, speech-to-text and voice agents each have their own concurrency pool on Cartesia, so a burst of transcription does not take capacity from speech. The cost is reach: Cartesia lists 44 languages, while ElevenLabs’ v4 models list 90+.
The pools matter more than the headline numbers. Cartesia’s Scale plan lists 15 concurrent TTS requests and 60 concurrent STT requests, figures ElevenLabs matches on Scale. Cartesia’s Scale plan lists 60 concurrent agent calls, a pool separate from its TTS and STT limits. Before switching for concurrency alone, note that ElevenLabs counts each HTTP request against its limit but only generation time on its TTS WebSocket.
Where Cartesia may be better
- TTS, STT and agent traffic run in separate concurrency pools
- Commercial license and instant cloning on the $5 Pro plan
Where ElevenLabs may be better
- Language reach: ElevenLabs v4 lists 90+ against Cartesia’s 44
- ElevenLabs dubbing, music and Studio projects draw from one shared credit pool
A professional clone on Cartesia starts with the Startup plan at $49 per month. On ElevenLabs it starts with Creator at $22 per month, so a light user pays less there; Cartesia’s 1.25M credits pay off once you outgrow Creator’s 121k.

| Plan | Price | Credits per month | Pro voice clone slots |
|---|---|---|---|
| Free | $0 per month | 20K | None |
| Pro | $5 per month | 100K | None |
| Startup | $49 per month | 1.25M | 2 |
| Scale | $299 per month | 8M | 4 |
Sources: Cartesia pricing, checked Nov 2026.
Pros
- Separate concurrency pools for TTS, STT and voice agents
- Agent calls at $0.03 per minute on Pro, Startup and Scale, with LLM usage billed separately
- Cartesia is SOC 2 Type II certified
Cons
- 44 languages, so multilingual creators lose coverage
- No professional clone slot on Free or Pro
- No dubbing, music or studio editor
Nothing imports from ElevenLabs, so keep the recordings behind each clone and train them again; training a Professional Voice Clone on Cartesia is free.
- Skip it if:
- you dub video or need wide language coverage; Rask AI handles dubbing, and staying on ElevenLabs keeps every v4 language in one account.
2. Murf AI: Best ElevenLabs Alternative for Business Voiceovers in a Studio Editor

- Replaces: ElevenLabs Studio for voiceovers (partial: cloning only as an Enterprise add-on)
- Integrations: Canva on Creator; PowerPoint and Google Slides on Business
A marketing or training team whose voiceovers end up in slides, Canva designs and explainer videos gets more from Murf than from another API. Its Studio plans meter voice generation in hours per year and add the integrations that team works in. The catch is cloning: custom voice clones are an Enterprise add-on, so anyone leaving to keep a cloned voice should read the Fish Audio section.
Murf’s Falcon 2.1 API rate is $0.01 per 1K characters, $0.01 x 1,000 = $10 for 1M characters.
Seats are the trap: Creator and Business each allow one editor, and collaboration sits on Enterprise.
Where Murf AI may be better
- Canva on Creator and PowerPoint on Business keep voiceovers inside the design tools
- Purchased Murf API credit never expires
Where ElevenLabs may be better
- ElevenLabs Instant Voice Cloning from Starter and Professional Voice Cloning from Creator
- ElevenLabs Scale includes 3 seats for $299 per month
Murf’s Studio plans are quoted here on yearly billing, and Business is the plan that adds PowerPoint.

| Plan | Price, billed annually | Voice generation | Editor seats |
|---|---|---|---|
| Free | $0 | 10 minutes | 1 |
| Creator | $19 per month ($228 a year) | 24 hours a year | 1 |
| Business | $66 per month ($792 a year) | 96 hours a year | 1 |
| Enterprise | Custom | Unlimited | Custom (5+) |
Sources: Murf AI pricing, checked Nov 2026.
Pros
- Canva, PowerPoint and Google Slides integrations by plan
- 200+ voices on every paid Studio plan
- Murf lists SOC 2 Type II certification
Cons
- Custom voice clones only as an Enterprise add-on
- One editor seat below Enterprise
- Free plan has no commercial rights
No import path from ElevenLabs is published, so rebuild scripts as Murf projects, recreate pronunciation fixes, and run one real deck through the free 10 minutes before you buy.
- Skip it if:
- you need your own cloned voice on a self-serve plan, where Fish Audio fits, or several editors without an Enterprise contract, where WellSaid Business sells up to 5 seats.
3. Fish Audio: Best ElevenLabs Alternative for Budget Voice Cloning

- Replaces: ElevenLabs Creator for narration and cloning (partial: no dubbing listed)
- Free plan: 8,000 credits a month, personal non-commercial use only
For a YouTube or faceless-channel creator who left ElevenLabs over the price of a professional clone, Fish Audio is the fix I would try first. Plus includes one professional voice slot and commercial use of verified voices you own, on a subscription that costs less than ElevenLabs Creator. What you give up is slack: unused minutes expire each month.
The minutes favor Fish at the entry tier. Plus lists up to 200 minutes of generation a month, while ElevenLabs lists about 121 minutes for Creator. A creator publishing two 10-minute narrations a week needs 2 x 10 x 4 = 80 minutes in a four-week month, so Plus leaves far more room for retakes, and its 15,000-character limit per generation fits a full script.
Where Fish Audio may be better
- A professional voice slot on Plus, a lower subscription than ElevenLabs Creator
- Up to 200 minutes of generation a month on Plus
Where ElevenLabs may be better
- ElevenLabs rolls unused credits over for up to two months on paid plans
- ElevenLabs dubbing, music and sound effects draw from one shared credit pool
Billed annually, Fish Audio Plus is one $132 payment for the year.
When I read the page on November 1, 2026, a “Halloween Sale: 50% off all Creator plans” banner with a countdown of about four days showed the first year of Plus at $66 billed annually; the regular prices are in the table.

| Plan | Billed annually | Credits a month | Pro voice slots |
|---|---|---|---|
| Free | $0 | 8,000 | 0 |
| Plus | $11 per month ($132 a year) | 250,000 | 1 |
| Pro | $75 per month ($900 a year) | 2,000,000 | 5 |
Sources: Fish Audio plans, checked Nov 2026.
Pros
- One professional voice slot on the Plus plan
- Pro includes 3 team seats
- 7-day money-back guarantee listed on Pro
Cons
- Unused minutes do not roll over to the next month
- Free output is limited to personal, non-commercial projects
- API usage is billed separately from the subscription
Fish Audio publishes no ElevenLabs import, so migration is a re-clone: upload the recordings behind your ElevenLabs clone into the Plus slot and regenerate a published script to compare. My Fish Audio review covers the product beyond these plan facts.
- Skip it if:
- your bill is mostly dubbing, which Rask AI prices by the minute, or your usage swings month to month and you need ElevenLabs’ rollover.
4. Rask AI: Best ElevenLabs Alternative for Video Dubbing With Lip-Sync

- Replaces: ElevenLabs Dubbing (partial: dubbing and translation focus)
- Languages: dubbing in 135+, voice clone in 57
Dubbing is the ElevenLabs cost Rask AI targets, and it earns its place on workflow rather than raw minute price. Plans are sold in localization minutes and add lip-sync, glossaries and reviewer roles that a weekly dubbing operation uses. Its focus is dubbing and translation, so a team that also narrates from scripts keeps ElevenLabs or another pick for that work.
Run the minute math first. ElevenLabs Pro costs $99 per month and includes 600,000 credits, which cover 600,000 / 3,000 = 200 minutes of automatic dubbing without a watermark, or 600,000 / 10,000 = 60 minutes in Dubbing Studio without one. Rask Creator Pro, at the same $99 billed monthly, includes 100 minutes.
If ElevenLabs’ automatic output is good enough, it stays cheaper per minute; Rask pays off against Dubbing Studio, for lip-sync, or for languages outside the 90+ ElevenLabs dubbing lists.
Where Rask AI may be better
- Dubbing in 135+ languages, priced in localization minutes
- Multi-speaker lip-sync from Creator Pro
Where ElevenLabs may be better
- Automatic dubbing without a watermark covers more minutes per $99 on Pro
- ElevenLabs Starter adds Instant Voice Cloning and Dubbing Studio in one account
Rask AI Creator costs $39 per month billed monthly for 25 minutes, and $329 billed yearly buys 300 minutes. Its page carried a “Prices are changing soon” banner with a countdown, so treat these prices as read on November 1, 2026.

| Plan | Billed monthly | Minutes included | Lip-sync |
|---|---|---|---|
| Free trial | $0 | 3 | No |
| Creator | $39 per month | 25 a month | No |
| Creator Pro | $99 per month | 100 a month | Yes |
| Business | $249 per month | 250 a month | Yes |
Sources: Rask AI pricing, checked Nov 2026.
Pros
- Business adds team review, brand terminology and batch uploads
- Speaker voice cloning in 57 languages, even on the free trial
- SOC 2 Type II certified
Cons
- Creator has no lip-sync and no extra-minute purchase
- Unused monthly minutes carry over only on yearly plans
- Prices flagged as changing soon, read on November 1, 2026
The migration can leave the rest of ElevenLabs in place: rebuild your glossary and speaker voices in Rask and dub one finished video in the trial first.
- Skip it if:
- you need narration from scripts as well as dubbing, where ElevenLabs covers both, or you dub mostly in automatic mode, where ElevenLabs Pro gives more minutes for the same price.
5. Inworld TTS: Best ElevenLabs Alternative for Low-Cost API Voice Cloning

- Replaces: ElevenLabs’ TTS API with cloning (partial: no dubbing or music)
- Compliance: GDPR and SOC 2 Type II on every plan
Developers leaving over ElevenLabs’ per-character rate who still need a cloned voice should price Inworld first. On-Demand needs no subscription, includes two professional voice clones and a commercial license, and bills by the character. The trade-off is scope: Inworld covers TTS, STT and LLM inference, not the studio, dubbing and music tools ElevenLabs bundles.
Unused subscription credits roll over for up to 3 months, which suits uneven volume, and the Growth plan lists zero data retention, HIPAA and BAA as add-ons for teams facing compliance reviews.
Where Inworld TTS may be better
- TTS-2 at $25 per 1M characters on On-Demand
- HIPAA and BAA add-ons on Growth rather than Enterprise only
Where ElevenLabs may be better
- ElevenLabs Studio projects, dubbing, music and sound effects in one account
- ElevenLabs Voice Library marketplace of community voices
On-Demand bills TTS-2 at $25 per 1M characters with no monthly fee. The Creator plan costs $25 a month and comes with $25 in credits per month, spent on TTS-2 at $20 per 1M characters, or 25 / 20 = 1.25 million characters. At 1 million characters a month both plans cost $25, so Creator saves money only above that volume.

| Plan | Monthly price | TTS-2 per 1M characters | Pro voice clones |
|---|---|---|---|
| On-Demand | $0, pay as you go | $25 | 2 |
| Creator | $25 | $20 | 4 |
| Builder | $100 | $17.50 | 10 |
| Developer | $300 | $15 | 25 |
Sources: Inworld pricing, checked Nov 2026.
Pros
- Per-character rates listed for every tier
- Professional clones on On-Demand with a card on file
- Overage charged at the same rate as your plan
Cons
- No dubbing, music or studio editor
- Remaining credits forfeited on downgrade or cancellation
- HIPAA add-on price not published
The migration is an API swap and a re-clone: point your TTS calls at Inworld, retrain each clone from your original recordings, and run your production script through On-Demand’s included TTS minutes first.
- Skip it if:
- your team works in ElevenLabs Studio rather than code; Murf AI or WellSaid replace the editor, and Inworld does not.
6. Deepgram: Best ElevenLabs Alternative for Speech-to-Text Plus TTS From One Vendor

- Replaces: ElevenLabs’ TTS, STT and agent APIs (partial: no voice cloning listed)
- Free credit: $200, no expiration, no credit card
Deepgram fits the voice-agent team for which transcription is the bigger half of the bill. One account covers speech-to-text, text-to-speech and a Voice Agent API whose single per-minute rate includes STT, a managed language model and TTS. The limit for an ElevenLabs user is voice identity: voice cloning is not listed on Deepgram’s pricing page, so a brand built on a cloned voice should look at Inworld TTS or stay.
The Voice Agent rate sets Deepgram apart: Deepgram’s Voice Agent Standard costs $0.075 per minute on Pay as you go. Cartesia’s agent minute costs $0.03 on Pro, Startup and Scale, but Cartesia bills LLM usage during calls separately, so a team that wants no language-model contract of its own gets one all-in bill from Deepgram.
Bringing your own TTS provider lowers Deepgram’s rate: Standard, BYO TTS is $0.065 per minute on Pay as you go. So a team can move orchestration and transcription to Deepgram while keeping a voice it already pays for elsewhere. On Growth, Voice Agent concurrency is up to 60 in North America, and Enterprise adds self-hosted containers and BAAs for HIPAA workloads.
Where Deepgram may be better
- One Voice Agent rate covering STT, LLM and TTS
- Self-hosted containers and an EU endpoint
Where ElevenLabs may be better
- ElevenLabs Instant Voice Cloning from the $6 Starter plan
- ElevenLabs creative tools: Studio, dubbing, music and sound effects
Aura-2 costs $0.030 per 1,000 characters on pay as you go. Growth is a prepaid annual commitment that Deepgram’s pricing page labels “Save up to 20%”, with lower rates on most products.

| Product | Pay as you go | Growth |
|---|---|---|
| Aura-2 TTS | $0.030 per 1K characters | $0.027 per 1K characters |
| Aura-1 TTS | $0.0150 per 1K characters | $0.0135 per 1K characters |
Sources: Deepgram pricing, checked Nov 2026.
Pros
- $200 free credit that does not expire
- Per-second STT billing with no rounding to blocks
- SOC 2 Type 1 and Type 2, GDPR with an EU endpoint
Cons
- No voice cloning on the pricing page
- HIPAA BAAs and self-hosting only on Enterprise
- Growth needs a $4,000 yearly prepayment
No voice imports from ElevenLabs, so migrating means choosing a stock Aura voice, rebuilding the agent logic around the Voice Agent API, and testing the same call flow on the free credit.
- Skip it if:
- your product depends on a cloned or brand voice; Inworld TTS keeps cloning at API prices.
7. WellSaid: Best ElevenLabs Alternative for English Corporate Narration

- Replaces: ElevenLabs Studio for English narration (partial: no cloning or API listed)
- Training on your data: never, on every plan
WellSaid suits a training or corporate-video team that wants a fixed roster of professional voices and clear rights, not cloning. Generation is unlimited on paid plans and you pay for the minutes you download. Below Enterprise every voice is English, and voice cloning does not appear on its pricing page.
That billing model is the real difference from ElevenLabs, which charges credits per generation request, so most retakes of a long script spend credits; its free regenerations are limited and apply only when the content and certain settings stay the same. On WellSaid, an instructional designer can iterate and only the finished file counts.
Where WellSaid may be better
- Unlimited generation; only downloaded minutes count
- Adobe Premiere Pro integration on Business
Where ElevenLabs may be better
- ElevenLabs narration in every language v4 supports, not English only
- ElevenLabs Instant and Professional Voice Cloning
WellSaid Pro costs $33 per month billed annually, a $396 yearly payment for 2,160 downloaded minutes.

| Plan and billing | Price | Downloaded minutes |
|---|---|---|
| Starter, billed annually | $10 per month, $120 a year | 240 a year |
| Starter, billed monthly | $19 per month | 20 a month |
| Pro, billed annually | $33 per month, $396 a year | 2,160 a year |
| Pro, billed monthly | $49 per month | 180 a month |
| Business, billed annually only | $160 per user per month, $1,920 a year | 2,880 a year per user |
Sources: WellSaid pricing, checked Nov 2026.
Pros
- Pay only for finished, downloaded audio
- Caption files in .SRT and .VTT on paid plans
- Business sells 1 to 5 seats with a team workspace
Cons
- English voices only below Enterprise
- No voice cloning or API on the pricing page
- Business billed annually only
Nothing imports from ElevenLabs: rebuild pronunciation fixes, pick a replacement voice from WellSaid’s roster, and narrate one real course module on the free trial before you buy.
- Skip it if:
- you need any language other than English below Enterprise, where staying with ElevenLabs keeps 90+, or you need your own voice, where Fish Audio fits.
8. Google Cloud Text-to-Speech: Best ElevenLabs Alternative for Multilingual Apps on Google Cloud

- Replaces: ElevenLabs’ text-to-speech for apps (partial: speech synthesis only)
- Free tier: first 1M WaveNet and 4M Standard characters each month
An app that already runs on Google Cloud and needs breadth of voices more than a studio has a natural reason to try Google Cloud Text-to-Speech. Google lists 380+ voices across 75+ languages and variants. Google presents Text-to-Speech as an API, with Media Studio for trying its Gemini-TTS and Chirp voices, so I treat it as a developer pick.
Google’s docs list Chirp 3: HD, Studio, Neural2, WaveNet and Standard voices. Chirp 3 instant custom voice builds a personal voice model from as little as 10 seconds of audio in more than 30 locales, and SSML handles pauses, dates and abbreviations.
Where Google Cloud Text-to-Speech may be better
- 380+ voices across 75+ languages and variants
- A monthly free tier of 1 million WaveNet and 4 million Standard characters
Where ElevenLabs may be better
- ElevenLabs Studio projects, dubbing and music for creators
- ElevenLabs Voice Library of community voices
Google’s Text-to-Speech page gives the first 1 million WaveNet characters and the first 4 million Standard characters free each month, then prices usage per 1 million characters. This comparison rests on that free tier: an app that stays under 1 million WaveNet characters a month pays nothing, while ElevenLabs Free includes 10k credits per month.

| Free allowance | Amount |
|---|---|
| WaveNet voices | First 1 million characters free each month |
| Standard voices | First 4 million characters free each month |
| New Google Cloud customers | Up to $300 in free credits |
Sources: Google Cloud Text-to-Speech, checked Nov 2026.
Pros
- 380+ voices to choose from in one API
- Instant custom voice from 10 seconds of audio
- Gemini-TTS steers style and emotion with natural-language prompts
Cons
- Custom voices in 30+ locales, against 75+ languages and variants overall
- Pronunciation fixes from ElevenLabs must be rewritten as SSML
- The WaveNet free tier is 1 million characters a month, a quarter of the Standard allowance
Migrating means rewriting each request for Google’s API, converting pronunciation fixes to SSML, and recreating voices from your own recordings, starting inside the free tier.
- Skip it if:
- you produce content in a studio rather than an app; Murf AI or WellSaid replace the editor, and staying on ElevenLabs keeps dubbing.
9. Azure AI Speech: Best ElevenLabs Alternative for Consent-Gated Custom Voices in Microsoft Stacks

- Replaces: ElevenLabs’ professional cloning under a consent process (partial: no studio or dubbing)
- Custom voice: limited access, recorded consent from the voice talent
Enterprise teams that want a brand voice under formal consent and Microsoft governance, rather than self-serve cloning, should look at Azure AI Speech. Before Azure fine-tunes a professional voice, you submit a recording of the voice talent reading a consent statement, and custom voice access is limited by eligibility and usage criteria. That gate suits a regulated brand and is the reason a solo creator should keep ElevenLabs’ instant cloning.
Hosting is the custom-voice cost buyers miss. Endpoint hosting costs $4.04 per model per hour, so an endpoint that stays deployed for a 30-day month costs $4.04 x 24 x 30 = $2,908.80 before a character is spoken, on top of training and synthesis.
Where Azure AI Speech may be better
- Published commitment tiers for predictable high volume
- Professional voice built on a recorded consent statement
Where ElevenLabs may be better
- ElevenLabs Starter includes Instant Voice Cloning
- ElevenLabs Creator adds Professional Voice Cloning
Azure Standard Voice Neural costs $15 per 1M characters on pay as you go. The Azure Free (F0) tier includes 0.5 million Neural characters free per month.

| Item | Price |
|---|---|
| Neural voices | $15 per 1M characters |
| Commitment tier, 80M characters | $960 ($12 per 1M characters) |
| Professional Voice synthesis | $24 per 1M characters |
| Professional Voice training | $52 per compute hour, up to $936 per training |
| Professional Voice endpoint hosting | $4.04 per model per hour |
Sources: Azure AI Speech pricing, checked Nov 2026.
Pros
- Commitment tiers lower the Neural rate for steady volume
- Consent recording documents the voice talent’s permission
- SSML adjusts pitch, rate and pronunciation of a custom voice
Cons
- Custom voice requires an access request
- Hourly endpoint hosting makes a custom voice expensive at low volume
- No creator studio or dubbing
Your ElevenLabs clone does not migrate: Azure needs a new consent recording and its own fine-tuning data, so book time with the voice talent and request access early.
- Skip it if:
- you clone your own voice for content; ElevenLabs Starter or Fish Audio Plus get you there without an access application or hosting fees.
10. Amazon Polly: Best ElevenLabs Alternative for High-Volume Speech on AWS

- Replaces: ElevenLabs’ TTS API for stock voices (partial: no cloning listed)
- Free tier: 5 million Standard characters a month
IVR prompts, app notifications and other high-volume speech on AWS are Amazon Polly’s ground, as long as a stock voice is acceptable. You can cache and replay generated speech at no extra cost, so a phone menu recorded once is paid once. It trades identity for that economy: voice cloning is not listed on the pricing page.
A contact center that needs plain prompts gets the cheapest tier Polly sells from Standard voices, while a narration product that wants expressive delivery pays Long-Form prices or stays with ElevenLabs.
Where Amazon Polly may be better
- Standard voices at $4.00 per 1M characters
- Free reuse: cached speech replays without new charges
Where ElevenLabs may be better
- ElevenLabs Instant and Professional Voice Cloning
- ElevenLabs’ expressive v4 models with audio tags
Polly bills monthly for the characters you process, at a per-1M rate set by voice type.

| Voice type | Price per 1M characters | Free tier |
|---|---|---|
| Standard | $4.00 | 5 million characters a month |
| Neural | $16.00 | 1 million a month, first 12 months |
| Generative | $30 | 100 thousand a month, first 12 months |
| Long-Form | $100.00 | 500 thousand a month, first 12 months |
Sources: Amazon Polly pricing, checked Nov 2026.
Pros
- Standard-voice free tier with no 12-month limit stated
- Speech Marks metadata for lip-sync and highlighted text
- Billing on an existing AWS account
Cons
- No voice cloning on the pricing page
- Long-Form voices cost $100.00 per 1M characters
- Neural free tier ends after 12 months
No voice imports from ElevenLabs, so migrating to Polly means picking stock voices, rewriting pronunciation fixes as PLS lexicons, and caching the prompts you replay.
- Skip it if:
- your product sells on voice character or a cloned voice; Inworld TTS or staying with ElevenLabs fits that better.
11. Chatterbox: Best Free Open-Source ElevenLabs Alternative You Host Yourself

- Replaces: ElevenLabs cloning and TTS on your own hardware (partial: you host it yourself)
- License: MIT, with a Perth watermark on every generated file
Chatterbox answers the “ElevenLabs alternative open-source” search for a team with engineers who want cloning without a per-character bill or audio leaving its own machines. Resemble AI publishes the models under the MIT license, and they clone a voice from a reference clip. You take on everything a hosted service handles: hardware, uptime, scaling and updates.
The model follows the job. Multilingual V3 clones across 23+ languages, Turbo targets low-latency English voice agents, and Nano runs 3x faster than realtime on 8 CPU cores, according to the Chatterbox repository. The repository’s example clones from a 10-second reference clip, far less audio than an ElevenLabs professional clone needs.
Where Chatterbox may be better
- MIT license and no per-character fee
- Audio and voice data stay on your hardware
Where ElevenLabs may be better
- ElevenLabs is a hosted service with no servers to run
- More languages: ElevenLabs v4 lists 90+ against 23+ on Multilingual V3
Chatterbox is free under the MIT license; the cost is your own GPU or CPU time, which depends on your setup.

| Model | Size | Languages | Runs on |
|---|---|---|---|
| Multilingual V3 | 500M | 23+ | CUDA, CPU or MPS device in the example code |
| Turbo | 350M | English | Less compute and VRAM than earlier models |
| Nano | 110M | English | CPU, 3x realtime on 8 cores |
Sources: Chatterbox repository, checked Nov 2026.
Pros
- Open-source under the MIT license
- Watermark on every file helps prove where audio came from
- Nano runs on a CPU
Cons
- You run, scale and secure the service
- 23+ languages in the multilingual model
- Help comes through the project’s official Discord community
Migrating is a rebuild: install with pip install chatterbox-tts, clone from the recordings you used on ElevenLabs, and benchmark generation on your own hardware.
- Skip it if:
- nobody on your team will own a model in production; a hosted pick such as Inworld TTS gives low API rates without the operations work.
When Should You Stick With ElevenLabs?
Stay with ElevenLabs if you use three or more of its audio products, publish in many languages, or clone your own voice on a small budget.
Multilingual creators have the strongest reason. ElevenLabs’ v4 models list 90+ languages and its dubbing lists 90+ as well, while Cartesia lists 44, Murf 30+ languages and accents, Google 75+ languages and variants, and WellSaid English below Enterprise. Rask lists dubbing in 135+ languages, more than ElevenLabs, so a buyer who only dubs should price Rask before staying.
Solo creators can clone on the $6 Starter plan with about 1 to 2 minutes of clean audio. Steady subscribers should check annual billing first, since ElevenLabs charges 10 months for 12. ElevenLabs Scale costs $299 per month and includes 3 seats, so a 3-person team on Scale already has its workspace.
To check ElevenLabs plans before you decide, see my ElevenLabs pricing guide.
Consider switching if
- Your API bill runs at $0.08 per 1,000 characters on millions of characters
- Dubbing eats most of your monthly credits
- Your voice agent hits its concurrency limit at peak
Consider staying with ElevenLabs if
- You use text-to-speech, dubbing and music from one credit pool
- You need the 90+ languages its v4 models list
- Your team of 3 already works on Scale
If you lean toward staying, read my ElevenLabs review first.

Migrating From ElevenLabs: What to Consider
Plan the move in this order, and keep ElevenLabs running until the new tool has produced real work.
- Download the generated audio you still need while your plan is active, and confirm which exports your plan allows.
- Keep the original recordings behind every clone and re-clone on the target: Google from 10 seconds, Chatterbox from a reference clip, or Azure with a new consent statement.
- List the Voice Library voices you depend on and their notice periods; API users can read a voice’s disable date from the Get Voice endpoint.
- Rebuild pronunciations by hand: SSML on Google and Azure, PLS lexicons on Polly.
- Reconnect integrations and API calls, such as Murf’s Canva and PowerPoint or the SDK swap on Cartesia, Inworld or Deepgram.
- Run the same script on the target’s free tier or trial, such as Cartesia’s 20K credits, Rask’s 3 minutes or Deepgram’s $200 credit.
- Pick a cutover date and keep your ElevenLabs exports as the rollback.
- Cancel or downgrade ElevenLabs at the end of a billing cycle; the subscription stays active until then.
Before you downgrade
Downgrading or cancelling ElevenLabs forfeits unused paid credits at the end of the cycle, and the account drops to Free. A Professional Voice Clone stays on the account after a downgrade below Creator, but you cannot use it until you upgrade again.
How I Evaluated the Alternatives
Every pick had to replace a named ElevenLabs job and have a current official pricing or license page; commercial rights are a ranking criterion, so check the license of your pick before client work. I ranked the tools that passed by these criteria, in order, from each vendor’s pricing, help and product pages, read on November 1, 2026:
| Criterion | What I compared |
|---|---|
| Job fit | Studio voiceover, API, dubbing or self-hosting |
| Cost at a common volume | Rates at the same monthly character volume; seat costs for a small team |
| Cloning access | Plan gate, audio needed, voice ownership |
| Commercial rights | Whether the plan allows client work |
| Latency and concurrency | Published concurrency limits and agent pricing |
| Languages | Published language counts |
| Compliance and deployment | BAAs, consent rules, self-hosting |
| Migration effort | What moves and what is rebuilt |
The evidence is official vendor pages for every price, limit and feature, plus one attributed news report for Play AI; each pick’s pros and cons are written against ElevenLabs. Clone similarity depends on your recordings, so run the same short script through the free tiers of your top two before you move paid work. Latency under load depends on your own traffic, so test the API with your peak call pattern.
Besides the picks, I considered the tools under Also Considered. Readers who want free AI tools beyond voice will find more in my list of the best free AI tools.
Also Considered
These tools did not make the ranking:
- Play AI: HPCwire reported that Meta acquired the voice startup and that the entire Play AI team will join Meta’s GenAI group, so I would not plan a migration onto it.
- OpenAI TTS: tts-1, tts-1-hd and gpt-4o-mini-tts are deprecated and shut down on January 6, 2027, a poor migration target.
- Descript: an editor whose AI Speech, custom voice clones and dubbing in 30+ languages replace only part of ElevenLabs; Descript pricing covers its plans.
- Speechify: a reading app at $29 a month or $139 billed yearly; its Studio is a separate product.
- Resemble AI (hosted): its pricing page now prices deepfake detection; its open model is ranked as Chatterbox.
- Hume: its pricing URL now presents a voice-AI evaluation platform rather than a TTS plan.
- Kokoro: an Apache-licensed open-weight model with 82 million parameters; Chatterbox ranks instead for cloning.
- MiniMax: its audio page shows text-to-speech and cloning but no speech plan or per-character price.
FAQ
Is anything better than ElevenLabs?
Not across every job, but several tools are better at one: Cartesia for agent concurrency, Rask AI for lip-synced dubbing in 135+ languages, and Inworld TTS for clones with no subscription. ElevenLabs stays stronger for many audio products in one account.
What is the best free ElevenLabs alternative?
Chatterbox is open-source under the MIT license if you can host it. The hosted free allowances are Google’s monthly free characters, Azure’s 0.5 million characters and Polly’s 5 million Standard characters; Fish Audio’s and Murf’s free plans exclude commercial use.
Can I move my ElevenLabs voice clone to another tool?
Plan to re-clone rather than move it, and keep your original recordings before you cancel. Google’s instant custom voice needs about 10 seconds and Azure a new consent recording, while your ElevenLabs professional clone needed at least 30 minutes.
Final Verdict
Choose the alternative that fixes your reason for leaving: Cartesia for live voice agents, Murf AI for slide voiceovers, Fish Audio for a cheap professional clone, Rask AI for dubbing, Inworld TTS for API volume with cloning, and Deepgram for agents that also transcribe. Cloud teams should match their stack with Azure AI Speech, Google Cloud Text-to-Speech or Amazon Polly; WellSaid fits English narration and Chatterbox self-hosting.
Stay with ElevenLabs if you use its text-to-speech, dubbing and music together, need the 90+ languages its v4 models list, or clone your own voice on Starter. Move one job at a time and keep a smaller ElevenLabs plan until the new tool proves itself.
