ElevenLabs is worth paying for when voice quality and language range matter more to you than minutes per dollar, and for most solo creators who want to clone their own voice, the plan to buy is Creator at $22 a month. This ElevenLabs review judges it on what decides that purchase: credits, rights and plan gates.

Starter costs $6 a month for 30,000 credits. Creator costs $22 a month for 121,000 credits and adds Professional Voice Cloning. Every product, from speech to dubbing, draws on that one monthly pool. The Free plan’s 10,000 credits are enough to judge the voices, but nothing made on Free can be used commercially.

Quick verdict

  • Worth it for: ElevenLabs suits creators and small teams who want expressive voices in many languages, and authors or YouTubers cloning their own voice on Creator at $22 a month.
  • Skip it if: you plan to use anything made on Free commercially, or minutes per dollar decide: Fish Audio Plus lists up to 200 minutes a month at $11 a month billed annually.
  • Main strength: Eleven v4 covers 90+ languages, and the Voice Library holds over 10,000 community voices.
  • Biggest limit: one ElevenLabs credit pool pays for speech, dubbing, music and transcription, and an automatic dub uses 3,000 credits per minute.
  • Price basis: Starter $6, Creator $22 and Pro $99 a month on monthly billing; annual billing charges 10 months for 12.

ElevenLabs at a Glance

ElevenLabs is an AI voice platform made of three parts: ElevenCreative, a no-code web app for voiceovers, dubs and Studio projects; ElevenAgents, for voice agents; and ElevenAPI, a REST interface with Python and TypeScript SDKs.

  • Category: AI voice platform (text to speech, voice cloning, dubbing, speech to text, agents)
  • Best for: multilingual narration and own-voice cloning
  • Starting price: $6 per month on Starter, billed monthly; $5 per month billed annually
  • Free plan: 10,000 credits a month, no commercial license
  • Voice cloning: Instant Voice Cloning from Starter, Professional Voice Cloning from Creator
  • Languages in the app: 74 on every plan
  • Main limitation: one credit pool shared by every product

Each of those gates helps one kind of buyer and hurts another, which is what the pros and cons sort out.

ElevenLabs Pros and Cons

Pros

  • Eleven v4 speaks 90+ languages and the Voice Library holds 10,000+ voices, a wide pool for multilingual creators
  • Instant Voice Cloning starts on the $6 Starter plan, so testing your own voice costs little
  • Studio runs on every plan, Free included, with up to 500 chapters per project for audiobook authors
  • Unused paid credits roll over for up to two months, which helps creators with uneven months
  • Enterprise adds SSO, BAAs for HIPAA customers and data residency for regulated buyers

Cons

  • Automatic dubbing at 3,000 credits per minute empties Starter’s 30,000 credits in 10 minutes of video
  • Free has no commercial license, so anyone monetizing must pay from day one
  • Professional Voice Cloning starts at Creator ($22 a month), not Starter
  • Shared workspace seats start at Scale ($299 a month), a steep step for a team of two or three
  • Free dubs and Free Studio video exports carry a watermark

ElevenLabs Features

Five features decide whether ElevenLabs fits a voice job, and each one sits behind a plan gate or a credit cost.

Eleven v4 and the model choice

Use Eleven v4 for expressive narration: ElevenLabs’ model documentation calls it the most expressive model, covering 90+ languages with up to 10,000 characters (about 10 minutes of audio) per request. For the most stable long-form output, the docs point to Multilingual v2, which covers 29 languages. Text to speech in the web app covers 74 languages on every plan, the figure in the facts box; 90+ is Eleven v4’s own count.

Developers have a cost lever in Flash v2.5: a 50% lower price per character for API generations, 32 languages, up to 40,000 characters per request and a median latency of about 100ms. A narrator should stay on v4 or Multilingual v2; an app that speaks in real time gets more speech per dollar from Flash.

Instant and Professional Voice Cloning

Yes, ElevenLabs clones your voice from Starter up. Instant Voice Cloning works from short samples of less than two minutes, and Professional Voice Cloning, trained on extended audio, needs Creator or above. Free gets three custom slots for Voice Design only, with no cloning.

The voices documentation adds two details that matter to authors. Voice-captcha checks that a Professional Voice Clone comes from your own samples, and only Professional clones qualify for Voice Library sharing, which pays cash rewards when other paid subscribers use your voice. Creator and Pro hold one Professional clone each; Scale holds three and Business ten.

One dated change: ElevenLabs is replacing its Default voices, which expire on December 31, 2026. A project built on one of them needs a new voice before then.

Studio for long-form narration

Yes, you can build an audiobook on any plan: Studio runs on Free too, with up to 500 chapters per project and up to 5,000 characters per paragraph. Free video exports carry a watermark; paid plans export without one.

ElevenLabs studio page, first screen, elevenlabs.io, captured Nov 2026

For an author, the useful part is distribution: the Studio documentation describes exports to InAudio and Spotify. An Instant Voice Clone must be verified before the InAudio export, so verify it early.

Dubbing in 90+ languages

Dubbing translates video into 90+ languages with up to 32 speakers per file, and an automatic dub costs 3,000 credits per minute, so one month of Starter dubs about 10 minutes. The app takes files up to 1 GB and 180 minutes, and every self-serve plan runs up to 3 dubbing jobs at once.

The dubbing documentation calls the dubbed video a high-quality preview, most commonly output at 1080p, and advises swapping the dubbed audio into your original video for production. That final cut needs an editor, and my list of AI video editors covers the step.

One credit pool for speech to text, sound effects, music and agents

Scribe v2 transcription costs 330 credits per minute, Sound Effects 200 credits per generation and Music 900 credits per minute, all from the same monthly pool as speech. Scribe v2 covers 90+ languages with word-level timestamps and speaker diarization for up to 32 speakers.

ElevenAgents, the voice-agent platform, shares the credits too, so every music track shortens a month of narration. A reader who mainly needs meeting transcripts is better served by AI note takers for meetings.

ElevenLabs Ease of Use

ElevenCreative needs no code: Studio 4.0 starts from a prompt, Studio Agent drafts a first version, and an imported document with chapters is split into chapters automatically. Developers skip the app and use the Python or TypeScript SDK.

Retakes are cheaper than they look: each generation gets up to two free regenerations when the text, voice and settings stay the same. Free’s 10,000 credits, about 10 minutes of speech, are enough to run your own script through three or four voices before paying.

ElevenLabs Pricing

The ElevenLabs Free plan costs $0 per month. On monthly billing, Starter costs $6 a month, Creator $22, Pro $99, Scale $299 and Business $990, and Enterprise has custom pricing. Annual billing charges 10 months for 12.

Starter, at $6 a month, is the lowest plan with a commercial license. Creator, at $22 a month, is the lowest plan with Professional Voice Cloning, and Creator on annual billing costs $22 x 10 = $220 a year.

First-month offer

On November 1, 2026, the Starter pricing card showed $1 per month for the first month, 83% off Starter’s $6. The Creator card showed $11 for the first month, 50% off $22. The discount covers the first month only, so budget the list price from month two.

The plan follows the job, and the upgrade trigger is usually a gate rather than volume:

  • Starter for a solo creator who publishes with library voices or an Instant clone
  • Creator for an author or YouTuber who wants a Professional clone
  • Pro for a developer who needs PCM output through the API
  • Scale for a team that needs shared workspace seats

Startups building voice agents can apply for the Startup Grants Program: 12 months free with 33 million characters.

Credits, Limits and What Forces an Upgrade

A month of credits buys about 30 minutes of speech on Starter, 121 on Creator and 600 on Pro, but the same credits buy far less dubbing. The table converts each plan’s credits by job, using the costs on the pricing page.

PlanCredits per monthSpeech, minutes (page estimate)Automatic dubbing, minutes (credits / 3,000)Extra minute (page estimate)
Starter30,000~3010~$0.20
Creator121,000~12140~$0.18
Pro600,000~600200~$0.17
Scale1,800,000~1,800600~$0.17
Business6,000,000~6,0002,000~$0.17

Concurrent requests rise with the plan: 2 on Free, 3 on Starter, 5 on Creator and 10 on Pro, with Scale and Business higher still. Once a plan’s concurrency limit is met, further requests wait in a queue, which typically adds about 50ms of latency, so a developer sizing an app upgrades for parallel load, not only for credits.

Read each row as either-or. A Creator month that dubs 20 minutes spends 20 x 3,000 = 60,000 credits and leaves 121,000 – 60,000 = 61,000 credits for speech. Transcription goes further: at 330 credits a minute, Starter covers 30,000 / 330 = 90.9 minutes.

Two rules soften the monthly cap. Unused credits roll over for up to two months on an active paid plan, up to 3x the monthly quota, but downgrading or cancelling forfeits them. New subscriptions can also buy Pay As You Go credits that last 12 months.

Take an illustrative podcaster who narrates four 15-minute episodes a month: 4 x 15 = 60 minutes.

Speech costs 1 credit per character, and 10,000 characters make about 10 minutes of audio, so a minute costs about 1,000 credits.

The 60 minutes come to about 60 x 1,000 = 60,000 credits, which fits inside Creator’s 121,000 with room for retakes and a short dub.

On Starter, the same podcaster runs out after about 30 minutes and buys the other 30 at about $0.20 each: $6 + 30 x $0.20 = $12 a month. That is cheaper than Creator’s $22, but it has no Professional Voice Clone, so the cheaper route only works with a library voice or an Instant clone.

Audio quality is the other gate a podcaster hits. Starter’s text to speech in the app outputs 128 kbps, while Creator adds a 192 kbps option; Studio exports stay at 128 kbps MP3 on Creator and reach 192 kbps MP3 from Pro.

A team of three that needs one shared workspace has to buy Scale: $299 x 10 = $2,990 a year on annual billing, or $299 x 12 = $3,588 on monthly billing.

Three separate Creator plans cost $22 x 10 x 3 = $660 a year on annual billing against Scale’s $2,990, or $22 x 3 x 12 = $792 on monthly billing against $3,588. The extra cost buys a larger pool: Scale’s 1,800,000 credits against 3 x 121,000 = 363,000 for three Creators. Three Creators share no workspace or credit pool, so I would pay for Scale only when shared projects or that larger pool are the point.

Is ElevenLabs Safe and Trustworthy?

Yes, for commercial work on a paid plan. ElevenLabs’ Trust Center lists SOC 2 Type 2, ISO 27001:2022, ISO 27017, ISO 27018, ISO 27701, ISO/IEC 42001, PCI DSS 4.0.1 Level 1, HIPAA and GDPR; those are the vendor’s claims, and the reports sit behind a request for access.

For creators, the rights rules matter more. All paid plans include a commercial license, except for content made with Beta Services, and content made during a paid subscription stays usable commercially after you cancel. Free output needs attribution.

Outside Enterprise, customer data may be processed in the US, EU or Singapore. Data residency in the EU, India or Singapore, SSO over SAML 2.0 or OIDC, audit logs and BAAs are Enterprise features, so a regulated team starts with sales.

Who Should Use ElevenLabs?

ElevenLabs fits buyers whose job turns on voice range or their own voice, and it fits poorly where minutes per dollar decide. A creator assembling a wider production stack can see where it sits among my AI tools for content creation.

Best for

  • Multilingual creators who need one voice across many markets, with Eleven v4’s 90+ languages
  • Authors cloning their own voice for an audiobook, on Creator’s Professional Voice Clone and Studio
  • Video teams dubbing short content, up to about 40 paid minutes a month on Creator
  • Developers who need low-latency API speech, with Flash v2.5 at about 100ms median latency

Not ideal for

  • English voiceover teams that regenerate lines often, which fits WellSaid’s unlimited generation billed by downloaded minutes
  • Price-first creators chasing minutes per dollar, which fits Fish Audio Plus at up to 200 minutes a month
  • Anyone who plans to use Free plan output commercially, since commercial usage rights come only with paid plans

ElevenLabs vs Competitors

ElevenLabs costs more per minute than Fish Audio and bills differently from WellSaid, so the right rival depends on which of its limits you hit first.

Fish Audio is the rival for volume: on annual billing, Plus lists up to 200 minutes a month for $132 a year, while ElevenLabs Creator gives about 121 minutes for $22 x 10 = $220 a year. My Fish Audio review covers where it falls short.

WellSaid suits an English voiceover team that rewrites lines often, because it bills downloaded minutes while ElevenLabs charges per generation. Murf suits a developer who buys API credit in bursts, because its purchased credit never expires, while ElevenLabs’ unused monthly credits roll over for two months at most.

Best ElevenLabs Alternatives

Look elsewhere if your budget is set in minutes per dollar, your English team regenerates lines often, or you only need an API. For a wider shortlist matched to the voice job, my ranking of AI voice generators compares the main options.

If ElevenLabs does not fit after all, read my ElevenLabs alternatives page for the other options.

A reader who only needs narration from text, with no cloning or dubbing, can start from my comparison of text-to-speech tools.

How I Evaluated ElevenLabs

I built this review from ElevenLabs’ pricing page, its documentation on models, billing, voices, Studio, dubbing and text to speech, its help center and its Trust Center, all read on November 1, 2026, plus the rivals’ pricing pages. The credit-per-job table and the cost math are my arithmetic on those figures.

ElevenLabs does not publish Enterprise prices or credit totals; both are custom. Priority support is an Enterprise feature, and refund requests go to support@elevenlabs.io.

FAQ

Is ElevenLabs free?

Yes. The Free plan gives 10,000 credits a month at $0, with Studio and Voice Design but no voice cloning. Its output is non-commercial, and anything you share needs “elevenlabs.io” or “11.ai” in the title. Free credits do not roll over.

Is the ElevenLabs API free?

Not fully: Voice Library voices are not available via the API to free tier users, so a library voice in your app needs a paid plan. For API usage, Flash and Turbo models cost 0.5 to 1 credit per character, against 1 for Multilingual v2.

Is ElevenLabs good for video generation?

Its strength is the audio for video: voiceovers, dubbing and sound effects. The pricing page lists Image & Video from Starter, but content made with Beta Services carries no commercial license, so check a feature’s status before publishing.

Is ElevenLabs the best AI voice generator?

It is the pick for multilingual range and own-voice cloning; a buyer counting minutes per dollar should price Fish Audio first. For a ranked answer by voice job, see my list of the best AI voice generators.

Do unused ElevenLabs credits roll over?

Yes, on paid plans, for up to two months, capped at 3x your monthly quota. Pay As You Go top-up credits sit outside that cap and last 12 months, which suits a creator with one large project a year.

ElevenLabs Review: Final Verdict

ElevenLabs is worth paying for if voice range or your own cloned voice is the point of the job. Start on Free to hear your script, buy Creator at $22 a month for a Professional clone, and move to Scale only when a team needs one shared workspace.

The trade-off is the credit pool: an automatic dub costs about three times as many credits per minute as speech, so size the plan by your largest job. Pick Fish Audio if minutes per dollar decide, or WellSaid if your English team regenerates lines often. Before paying, check whether the features you need are in beta, because beta output cannot be used commercially.
